Thore are three method's

My telegram No.18048 of 15th October. whereby India can join in proposed arrangements:-

(a) by Treaty boing drawn in the name of India as well as of U.K. with a separate signature for India. The draft has boen prepared on this basis;

(b) by exchange of letters as in the case of abolition of

capitulations in Morocco (vide your telegram No.1599 of 15th July 1937). South Africa and New Zealand are likely to adopt this course;

(a) by nogotiating separate Treaty which Australia and Canada aro

likely to do.

Course (b) would not if preocdent of 1937 were closely followed cover the Indian States who are more directly concerned than in Moroccan caso. Course(c) has disadvantago that separato and subsequent negotiator might fail to got as good a doal as the U.K. and U. S. A. and I doubt whether India should be more separatist than South Africa and Now Zealand. On the whole therefore adoption of course

(a) would soom to be the most convenient method unless you see serious difficulty arising from fact that Dominions are not included, or as rogards application to Weles, Stati❤.

Undor Article 6 British nationals would obtain valuablo rights in China and wo would liko to avoid cutting it down. Tho first sentence would in theory provont your stopping Chinese nationals dntering tribal territory. If you wish the point safoguarded I suggest oxchange of lottors under which India and China would reservo right to exclude oach others nationals from areas closed to their
